      75-7407.   Same; appointment of officers and employees; delegation of authority by director. [See Revisor's Note] (a) Subject to the provisions of appropriation acts, the director of health policy and finance shall appoint, in accordance with the provisions of the Kansas civil service act, such officers and employees as may be needed, in the judgment of the director, to carry out the powers and duties of the division of health policy and finance. All such officers and employees shall be within the unclassified service under the Kansas civil service act, unless otherwise specifically provided by law.

      (b)   The officers and employees of the division of health policy and finance shall act for and exercise the powers of the director of health policy and finance to the extent that authority to do so is delegated by the director. Subject to the limitations of this act, the director of health policy and finance may organize the division of health policy and finance in the manner the director deems most efficient.
