      72-6437.   Rules and regulations. (a) The state board may adopt rules and regulations for the administration of this act, including the classification of expenditures of districts to insure uniform reporting of operating expenses.

      (b)   The provisions of this section shall take effect and be in force from and after July 1, 1992.
