65-4602. Same; definitions. As used in this act:
(a) "Drug abuser" means a person who habitually lacks self-control as to the use of drugs or uses drugs to the extent that such person's health is substantially impaired or endangered or such person's social or economic function is substantially disrupted, but shall not include a person who habitually lacks self-control in the use of alcohol;
(b) "treatment facility for drug abusers" means a facility for the care, treatment or lodging of persons who are drug abusers, but shall not include a licensed medical care facility, a licensed adult care home or a facility licensed under the provisions of K.S.A. 75-3307b, and amendments thereto; and
(c) "secretary" means the secretary of social and rehabilitation services.
