      65-3485.   Same; reasons for approval or denial of application required; appeals. (a) The secretary either shall issue the permit or deny the application. A local ordinance, permit requirement or other requirement shall not prohibit the construction or modification of such a PCB disposal facility or restrict transportation to the facility.

      (b)   If the secretary denies the application, the secretary shall state the specific reason or reasons for denial in writing.

      (c)   Any person aggrieved by a final decision of the secretary may make an appeal to the district court within 30 days of notice of that decision.
