      65-3481.   Same; permit system established by rules and regulations of secretary of health and environment, contents. The secretary shall: (a) Adopt rules and regulations establishing a permit system which includes standards for facilities and procedures for implementation of a permit system for the construction or modification of a PCB disposal facility including, but not limited to, content of applications, evidence of financial responsibility, existing hydrogeological characteristics, environmental assessment, training of personnel, qualifications of ownership, continuity of operation and public notification and participation; and

      (b)   adopt any other rules and regulations necessary to enforce the provisions of this act.
