      39-7,153.   State fined; sunset of act. If the state of Kansas or any state agency is fined or has withheld from eligible amounts for TANF block grants under title IV-A of the federal social security act or for funds under title IV-D of the federal social security act an amount of $5,000,000 or more in any fiscal year because it is determined that the state of Kansas is not in compliance with title IV-D of the federal social security act, the secretary of social and rehabilitation services shall so certify and this act shall sunset on June 30 of the affected fiscal year.
