38-1521.   Reporting of certain abuse or neglect of children; declaration of policy; publicity and educational program. It is the policy of this state to provide for the protection of children who have been subject to physical, mental or emotional abuse or neglect or sexual abuse by encouraging the reporting of suspected child abuse and neglect, insuring the thorough and prompt investigation of these reports and providing preventive and rehabilitative services when appropriate to abused or neglected children and their families so that, if possible, the families can remain together without further threat to the children.

The secretary, within the limit of appropriations therefor, shall conduct a continuing publicity and educational program for local staff of the department of social and rehabilitation services, persons required to report under this code and other appropriate persons. In addition, the courses shall include an analysis of the powers and duties granted under this code, the methods of diagnosing injuries inflicted as a result of abuse, the procedures followed by the department of social and rehabilitation services in carrying out its duties under this code and the role of the courts in this area of the law.
