25-1324. Notice to chairman of political parties of preparation of machines; inspection; compensation of inspectors; sealing, certification; locking; delivery of keys. Before preparing a voting machine for any state, primary or general election, written notices shall be mailed to the chairman of the county committee of each of the two political parties which at the general election next preceding cast the highest and next highest number of votes, stating the place where the machines are being prepared and the time they will be ready for final inspection. At such time one (1) representative of each party shall be appointed by the election commissioner upon the recommendation of the chairman of each such party and shall be afforded an opportunity to see that the machines are in proper condition for use at the election. Such representatives shall receive for their services the sum of fifteen dollars ($15.00) per day. When a machine has been so examined by such representatives it shall be sealed with a numbered metal seal in their presence. Such representative shall certify as to the numbers of the machines, that all counters are set at zero (000) and as to the number registered on the protective counter and the number on the seal. When a voting machine has been properly prepared for an election, it shall be locked against voting and sealed and the keys thereof shall be returned to be retained in the custody of the county clerk or election commissioner and delivered to the judges of election as herein provided.
