25-1317. Storage, repair and care of voting machines. The board of county commissioners shall provide for the storage of the voting machines. The county election officer shall be in complete charge of the voting machines, their safekeeping when not in use and keeping them in repair and working order and shall see that they are delivered to the voting places in time for all arrangements to be made and the machines ready for use at the hour of opening the polls. After the election the county election officer shall see that the machines are returned to the place of storage, or are secured for on-site storage. The secretary of state shall adopt rules and regulations relating to on-site storage of voting machines, and the same shall assure the reasonable safety of such machines and shall specify procedures to give an adequate opportunity for observation by representatives of political parties authorized to observe the preparation of such voting machines for each election.
