25-1311. Certificates of approval; modifications; record. When the secretary of state is satisfied that the machine meets all the requirements of and will do all the things required by this act, that it has the capacity to register the will of the voters, is accurate and efficient, sufficient mechanically perfect, and so built and constructed as to last a reasonable length of time, and is otherwise sufficient for the purpose, the secretary of state shall make a certificate of approval with a description of the machine, and thereafter machines of its kind or make may be acquired and used at elections as herein provided. Any substantial change in the kind or make of machine so approved shall be by the person, firm or corporation desiring to sell the machine reported to the secretary of state, who may require an examination of such machine in its modified form, and if satisfied that the machine as modified meets all the requirements as for original approval the secretary of state shall so certify. The secretary of state shall keep a record of all kinds and makes of voting machines certified as approved.
