2006 Kansas Code - 12-1030
12-1030. Same; city wards. If the majority of all the votes cast at such election shall be in favor of the adoption of the council-city manager form of government, the governing body of such city shall within thirty days after such adoption divide the city into wards; the number of such wards shall be determined by the governing body but in no case shall there be less than five and there shall always be an odd number.
