The department shall contract with a certified public accountant to provide an analysis, on an annual basis, to the governor and the general assembly verifying that the Iowa medical assistance program is not recycling federal funds provided under Tit. XIX of the Social Security Act as defined by the centers for Medicare and Medicaid services of the United States department of health and human services.
