Sec. 4. (a) The local office shall provide a copy of the medical treatment records filed under section 2 of this chapter to the person who provides foster care to a child.

(b) The local office shall provide an individual who:

(1) is at least eighteen (18) years of age; and

(2) leaves foster care after receiving foster care for at least six (6) months;

a copy of the individual's medical treatment records.
