Sec. 1. The state department of health is established.

Status of department
Sec. 2. The state department is the superior health department of the state, to which all other health boards are subordinate.

Sec. 3. The executive board of the state department may adopt an appropriate seal.

Rights of employees of division of services for crippled children of state department of public welfare
Sec. 4. Employees of the division of services for crippled children of the state department of public welfare who are employed on June 30, 1990, and who become employees of the state board of health under P.L.344-1989 are entitled to have their service under the division of services for crippled children of the state department of public welfare included for the purposes of computing:
(1) retention points under IC 4-15-2-32 in the event of a layoff; and
(2) all other applicable employment and retirement benefits.
