ARTICLE 7C ‑ TRANSFER OF HIGH SCHOOL DISTRICT TERRITORY

    (105 ILCS 5/7C‑1) (from Ch. 122, par. 7C‑1)
    Sec. 7C‑1. Change of high school district boundaries. Where: (i) there exists within a county having a population in excess of 2,000,000 inhabitants a residential care facility which contracts with the Department of Children and Family Services to provide residential care for wards of the State; (ii) the territory within such county on which such residential care facility is located is compact, wholly owned by a corporation sole, exempt from taxes upon real property and contiguous to other compact and tax exempt territory in such county on which is located a public school facility provided under Section 35‑31; and (iii) all of the territory referred to in part (ii) of this Section on which such residential care facility and such public school facility are located is situated within a single elementary school district, and the majority of the territory of that elementary school district is situated within the territorial boundaries of a high school district in such county other than the high school district in which the territory referred to in part (ii) of this Section is located, then all of the territory referred to in part (ii) of this Section on which such residential care facility and such public school facility are located shall be, and all such territory is hereby, upon the effective date of this amendatory Act of 1988, disconnected from the high school district in which such territory is located immediately prior to such effective date, and all such territory thereupon shall be and is hereby annexed to and made a part of that high school district in which is situated the majority of the territory of the elementary school district in which such residential care facility and such public school facility are located, and the boundaries of each such high school district are hereby changed accordingly; provided, however, that the change made in the boundaries of such high school districts by this Section shall become effective for purposes of attendance at the commencement of the 1989‑1990 school year.
    There shall be no accounting or annexation compensation between the high school districts losing and receiving tax exempt territory as a result of the provisions of this Section.
    Within 30 days after the effective date of this amendatory Act of 1988, the regional superintendent of schools for the educational service region in which the high school districts affected by this Section are located shall make and file with the county clerk of his county a map of the high school districts involved in the change of boundaries made by this Section.
