    Sec. 0.01. Short title. This Act may be cited as the Recognized Normal School Act.

    (105 ILCS 430/1) (from Ch. 122, par. 735)
    Sec. 1. Claim for per capita cost of each pupil in attendance.
    Any school district or county maintaining a recognized normal school for the purposes of fitting and training teachers for the common schools shall be entitled to claim the per capita cost for each pupil in attendance for each school year less a sum for each pupil determined by calculating the average tuition paid per pupil in the universities operated and maintained by the Board of Governors of State Colleges and Universities. Such average tuition shall be calculated by dividing the total amount of tuition collected in such universities by the total number of pupils enrolled, including all pupils attending on scholarships. The per capita cost in the normal school shall be computed by dividing the total cost of conducting and maintaining the normal school by the average number of pupils enrolled. The total cost shall include:
    (a) Salaries of teachers, clerks, librarians, custodial employees and their pension and retirement benefits.
    (b) Educational supplies and equipment, including textbooks.
    (c) Administration costs, communication and transportation costs.
    (d) Operation of physical plant, including heat, light, water, repairs and maintenance.
    The average number of pupils in attendance shall be computed by taking the average of the total number of semester hours of work carried by all pupils of the school enrolled or registered on November 1 and March 1 in any school year and dividing the average by 15.

    (105 ILCS 430/2) (from Ch. 122, par. 736)
    Sec. 2. Each school district or county maintaining a recognized normal school shall submit its claim to the Superintendent of Public Instruction not later than August 5 of each year upon blanks prepared and furnished by him. The Superintendent of Public Instruction shall prepare and certify to the State Comptroller, not later than September 10 of each year, the State report of claims for aid, setting forth the amount of money due each school district or county maintaining a recognized normal school. The Comptroller shall cause his warrants to be drawn for the respective amounts due by September 25 of each year, payable to the treasurers of the respective districts and counties submitting such claims.

    (105 ILCS 430/3) (from Ch. 122, par. 737)
    Sec. 3. The State Board of Education shall determine for all school districts or counties coming within the provisions of this Act efficient and adequate standards for the physical plant, heating, lighting, ventilating, sanitation, safety, equipment and supplies, instruction and teaching, curriculum, library, operation, maintenance, administration and supervision, and shall grant certificates of recognition to normal schools meeting such standards.
