Sec. 1.
Short title.
This Act may be cited as the Occupational Skill Standards Act.

Sec. 5.
Administering agency; Standards and Credentialing Council.
(a) Federal legislation for
vocational‑technical education, the
Carl D. Perkins Vocational and Applied Technology Act, requires each State
board receiving funds under this Act to develop a system of core standards
and measures of performance for vocational programs. The State
Board of Education, as the sole State agency for this Act, shall develop
such a system after consultation, advice, and input from the State
Committee of Practitioners whose composition is prescribed by federal law.
(b) A 9 member Standards and Credentialing Council, composed of
representatives of business, industry, and labor, shall be created to
advise the State Board of Education relative to the development of standards
and credentialing systems. Five members of the council shall be appointed
by the Governor and the other 4 members shall be appointed by the State
Superintendent, all to serve at the pleasure of the appointing
authority. Any vacancy in the office of a Council member appointed by the
Governor shall be filled through appointment by the Governor, and any
vacancy in the office of a Council member appointed by the State
Superintendent of Education shall be filled through appointment by the
State Superintendent of Education. Any person appointed to fill a vacancy
on the Council shall serve as a member of the Council at the pleasure of
the appointing authority. Members of the Council shall serve without
compensation
but shall be entitled to reimbursement for reasonable
expenses necessarily incurred in the performance of their duties. The
members of the Council shall select a chairperson from among their number to
serve for a term of one year. If any vacancy occurs in the office of the
chairperson, the members of the Council shall select a new chairperson from
among their number to serve for a term of one year. The State
Superintendent of Education shall call the first meeting of the Council,
and thereafter the members of the Council shall prescribe the time and
place for the regular meetings of the Council and the manner in which
special meetings of the Council may be called. A majority of the members
of the Council holding office shall constitute a quorum for the transaction
of business, and the affirmative vote of a majority of those voting on any
matter at any meeting at which a quorum is present shall constitute the
action of the Council. The primary responsibility of the Council shall be
the identification of occupations for development of standards and the
verification of nationally developed standards. This Act shall not
supersede the provisions of any existing collective bargaining agreements
or violate provisions of the Illinois Educational Labor Relations Act.

Sec. 10.
Consistency with other programs.
In developing the
standards and measures included in such a system the State Board of
Education shall take into consideration:
(1) standards and measures developed under job |
|
opportunities and basic skills training programs established and operated under a plan approved by the U. S. Secretary of Health and Human Services that meets the requirements of Section 402(a)(19) of the Social Security Act; and
|
|
(2) standards prescribed by the U. S. Secretary of
|
|
Labor under Section 106 of the federal Job Training Partnership Act.

Sec. 15.
Content of system of standards and measures.
The system shall include:
(1) measures of learning, including student progress |
|
in the achievement of basic and more advanced academic skills;
|
|
(2) one or more measures of performance, which shall
|
|
|
(A) competency attainment;
(B) job or work skill attainment or enhancement
|
|
including student progress in achieving occupational skills necessary to obtain employment in the field for which the student has been prepared, including occupational skills in the industry the student is preparing to enter;
|
|
(C) retention in school or completion of
|
|
secondary school or its equivalent; and
|
|
(D) placement into additional training or
|
|
education, military service, or employment; and
|
|
(3) procedures for using existing resources and
|
|
methods developed in other programs.

Sec. 20.
Occupational skill standards and credentialing systems.
In
addressing part (2)(B) of Section 15, the State Board of Education, as the
administering agency of State and federal vocational‑technical education
funds, where possible and appropriate shall:
(1) establish statewide academic, technical, and |
|
general employability skill standards for training occupations;
|
|
(2) establish a credentialing system for certifying
|
|
the qualifications of individuals on those standards;
|
|
(3) publish those standards on a regular basis and
|
|
promote the voluntary use of standards and credentialing systems in training programs;
|
|
(4) coordinate the development of occupational
|
|
standards and credentialing systems with a consortia of states and existing national standards to avoid duplication of effort and resources and to provide for consistency among states and increase the employment opportunities of training program participants;
|
|
(5) utilize the expertise of business, industry, and
|
|
labor in the identification, verification and implementation of occupational standards and credentialing systems; and
|
|
(6) collaborate with other appropriate State
|
|
agencies and service providers with responsibility for youth and adult workforce preparation.
|
|
In developing occupational standards, those already in existence for
nationally recognized apprenticeship training programs and for licensure
and certification occupations shall be utilized.

(105 ILCS 423/25)
Sec. 25.
Limitation on applicability.
This Act shall not apply to
those programs with national standards that have been or in the future are
approved by the U. S. Department of Labor, Bureau of Apprenticeship
Training or any federal agency succeeding to the responsibility of that Bureau.
