Rules and administrative policies.[effective until notification of irs ruling that judges' retirement plan is "qualified plan"] Subject to the other provisions of this chapter, the supreme court shall have the power and authority to adopt, amend and rescind such rules and administrative policies as may be necessary for the proper administration of this chapter.
