    67-427.  LEGISLATIVE COUNCIL CREATED -- MEMBERS -- TERMS -- VACANCY. There
is hereby created a legislative council which shall consist of the president
pro tempore of the senate, the speaker of the house of representatives, the
majority and minority floor leaders of each house, two (2) senators to be
selected by the members of the majority party in the senate, two (2) senators
to be selected by the members of the minority party in the senate, two (2)
representatives to be selected by the members of the majority party in the
house of representatives and two (2) representatives to be selected by the
members of the minority party in the house of representatives. The council
shall meet as soon as practicable during each regular biennial session
following the selection of all members of the council. Members of the council
shall hold office until the organization of the council during the following
regular biennial session. Any vacancy on the council shall be filled by the
remaining members thereof: provided that any member thus elected shall be from
the same house and the same party as his predecessor and shall hold office for
the unexpired term of his predecessor.
