                        PUBLIC ASSISTANCE AND WELFARE
                                  CHAPTER 8
                            HARD-TO-PLACE CHILDREN
    56-803.  ESTABLISHMENT OF PROGRAM -- PROMULGATION OF RULES AND
REGULATIONS. The department is responsible for establishing and implementing
the provisions of this act. The board of health and welfare is authorized to
promulgate such rules and regulations as are necessary to administer this act.
    The department shall keep records for purposes of evaluating the
effectiveness of this act's implementation.
