    54-2068.  WITNESSES -- DEPOSITIONS -- FEES -- SUBPOENAS. (1) The
commission, or any member thereof, the executive director of the commission,
or such other person so designated by the commission by rule, shall have power
to administer oaths, certify to all official acts, issue subpoenas for
attendance of witnesses and the production of books and papers, take the
testimony of any person by deposition in the manner prescribed for in the
rules of procedure of the district court of this state, in civil cases, in any
investigation or hearing in any part of the state.
    (2)  Each witness who appears pursuant to a subpoena shall receive for his
attendance the fees and mileage allowed to a witness in civil cases in the
district court. Witness fees shall be paid by the party at whose request the
witness is subpoenaed.
    (3)  If a witness, who has not been required to attend at the request of
any party, is subpoenaed by the commission or executive director, his fees and
mileage shall be paid from funds appropriated for the use of the commission in
the same manner as other expenses of the commission are paid.
