    50-2617.  EXEMPTION PERIOD FOR NEW BUSINESSES. Businesses established
after the creation of a district within the district shall be exempted from
the special assessments imposed pursuant to this chapter from the date of
first occupancy until the next billing date prescribed by the legislative
authority.
