    46-109.  GENERAL ORDERS -- FORCE AND EFFECT AS STATUTES. The composition
of all units of the national guard including the commissioned personnel
thereof, other than that specifically provided for in this act, shall be fixed
from time to time by the governor as commander-in-chief, and shall be
announced in general orders, and shall be in accordance with federal laws and
regulations pertaining to the national guard. Every order shall have the same
force and effect as if specifically enacted and provided for by the statute.
