                              CONTRACTS -- BIDS
    40-901.  APPLICATION. The requirements for contracts and bids that apply
to all county highway systems and highway districts of the state shall be
subject to the provisions of chapter 28, title 67, Idaho Code, in concert with
the provisions of any specific statute pertaining to the letting of any
contract or the purchase or acquisition of  any commodity or thing by any
system or highway  district by soliciting and receiving competitive bids, and
shall not be construed as modifying or amending the provisions of any statute,
nor preventing the district from doing any work by its own employees.
