    33-1018A.  OTHER USES OF PUBLIC EDUCATION STABILIZATION FUND. (1) If, in
any fiscal year, general fund revenues are inadequate to sustain general fund
appropriations made for that year by the legislature, then the board of
examiners may transfer moneys from the public education stabilization fund to
the general fund. The maximum amount that may be transferred by the board in
any fiscal year shall be determined by dividing the total of all general fund
appropriations for the educational support program by the total of all general
fund appropriations, and multiplying the result by the amount of the shortfall
in general fund revenues.
    (2)  The governor may recommend, and the legislature may authorize, the
appropriation of moneys from the public education stabilization fund to offset
declining distributions from the public school earnings reserve fund to the
public school income fund.
