    31-823.  MAINTENANCE OF EXHIBITS IN AID OF FAIRS -- ENCOURAGEMENT OF
IMMIGRATION AND TRADE. To levy a tax of not to exceed two hundredths per cent
(.02%) of market value for assessment purposes on all the taxable property
within their respective counties, for the purpose of creating a fund to be
used for collecting, preparing and maintaining an exhibition of the products
and industries of the county at any domestic or foreign exposition, for the
purpose of encouraging immigration and increasing trade in the products of the
state of Idaho, and for the same purposes, in the discretion of the
commissioners to pay premiums or prizes for, and any costs or expenses of
collecting, preparing, maintaining, exhibiting and advertising of like
exhibitions, exhibited by others than the county at any such domestic or
foreign exposition.
