    22-2730.  RESOURCE CONSERVATION AND RANGELAND DEVELOPMENT FUND CREATED.
(1) There is hereby created in the state treasury a fund to be known as the
Idaho resource conservation and rangeland development fund, which shall
consist of all moneys which may be appropriated to it by the legislature or
made available to it from federal, private, or other sources. The state
treasurer is directed to invest all unobligated moneys in the fund. All
interest and other income accruing from such investments shall accrue to the
fund. The state soil conservation commission may expend from the fund such
sums as it shall deem necessary for any of the conservation improvements,
projects and programs provided for under this chapter under such terms and
conditions provided for in its rules and the water quality program for
agriculture.
    (2)  The state soil conservation commission shall establish a priority
list for conservation improvements, projects and the water quality program for
agriculture. The priority list shall be used as the method for allocation of
funds loaned under this chapter.
