    20-205.  QUALIFICATIONS OF BOARD OR BOARD MEMBERS. In the selection of
members of the original board, and thereafter as vacancies occur in the
appointment of successor member, the governor so appointing shall, so far as
same is possible, select the members on the basis of their general background
in business and administration.
