Menstrual Hygiene Products at the University of Guam and Guam Community College. § 33101. Submission of Budget. Notwithstanding any other law, rule or regulation to the contrary, the Board shall submit its annual operating budget and such capital improvement budgets as it finds necessary directly to I Liheslaturan Guåhan no later than the fifteenth (15th) day of February of every year. Except as expressly provided for herein and notwithstanding any other law to the contrary, the College shall be autonomous and self-sufficient in matters pertaining to its governance, organization and administration and the promulgation of its rules and regulations, in accordance with the Administrative Adjudication Law (5 GCA Chapter 9) pertaining to the following: (a) courses of instruction; (b) issuance of certificates, diplomas, credits and degrees; (c) personnel recruitment, appointment, tenure, promotion, dismissal and other personnel matters; 1 COL1/11/2022 17 GCA EDUCATION CH. 33 MISCELLANEOUS (d) obligation and disposition of funds, provided that appropriated funds are used for the purpose or purposes stipulated in the Act appropriating said funds; and (e) soliciting, receiving and using gifts of any kind whatsoever for the purposes provided in this Chapter. The Guam Vocational-Technical High School campus located in the municipality of Mangilao is hereby designated the campus and principal office of the Guam Community College. Authorization of the College to enter into a renewable lease agreement with Guam Power Authority in order to develop educational opportunities to train workers for the emerging technologies related to sustainable and renewable energy. (a) I Liheslatura (the Legislature) hereby grants the College, pursuant to Title 1 GCA, § 1800, the authority to enter into this lease agreement with GPA. (b) I Liheslatura (the Legislature) hereby grants the College, pursuant to Title 21 GCA, § 60112, the authority for the College to enter into this lease agreement with GPA. 2 COL1/11/2022 17 GCA EDUCATION CH. 33 MISCELLANEOUS (c) I Liheslatura (the Legislature) hereby grants the College, pursuant to Title 2 GCA, § 2107, an exception for the College to enter into this lease agreement with GPA, without requiring a separate piece of legislation. (d) I Liheslatura (the Legislature) intends for this statute to supersede any and all related statutes that would otherwise impede the College’s ability to enter into this lease agreement with GPA. (e) The lease shall be subject to legislative approval in accordance with the AAA process. SOURCE: Added by P.L. 31-099:18 (Sept. 30, 2011). § 33107. Menstrual Hygiene Products at the University of Guam and Guam Community College. The University of Guam and the Guam Community College shall provide menstrual hygiene products, such as tampons and sanitary pads, in their health services centers; and, such products shall be provided to students at no charge to students.
