CHAPTER 30 GENERAL PROVISIONS 2011 NOTE: In maintaining the general codification scheme of the GCA the Compiler changed the hierarchy of subsections beginning with “Numbers” to “Lowercase Letters” in this chapter. § 30101. Short Title. § 30102. Definitions. § 30103. Construction. § 30101. Short Title. This Chapter may be cited as the Community College Act of 1977. SOURCE: § 11960 GC, as added by P.L. 14-77. § 30102. Definitions. As used in this Division unless otherwise indicated: (a) President means the administrative head of the Guam Community College. (b) Guam Community College means both secondary and postsecondary career and technical education. (c) Board means the Board of Trustees of the Guam Community College. (d) Trustee means a member of the Board. (e) Cross Enrollment means horizontally and vertically articulated current enrollment in more than one (1) educational institution with the approval of the respective administrators of such institutions. 1 COL12302011 17 GCA EDUCATION CH. 30 GENERAL PROVISIONS (f) Career and Technical Education means organized educational programs which are directly related to the preparation of individuals for paid employment, or for additional preparation for a career requiring other than a baccalaureate or advance degree. (g) Post-Secondary Education means education for persons sixteen (16) years old or older who have graduated from or left elementary or secondary school. SOURCE: § 11961 GC, as added by P.L. 14-77. NOTE: In Item (1) the Compiler has changed “Provost” to President to conform with the change made to the name by 5 GCA § 3116 and 17 GCA § 31110. § 30103. Construction. This Division shall be construed in accordance with the following statement of legislative intent. It is the legislative intent in enacting this Division to: (a) consolidate and strengthen many of the existing manpower training programs administered by the government of Guam under one (1) governing board to avoid expensive duplication of functions; (b) expand and strengthen career education within the Territory; (c) expand short-term and extension programs in skill training; and (d) strengthen the formal secondary and post-secondary education program in the career and technical fields. NOTE: Public Law 14-77:15 provided that the Guam Community College would cease to exist on July 1, 1983. Public Law 16-108 repealed P.L. 14-77:15 and provided that “the Guam Community College shall continue to operate indefinitely.” ---------- 2 COL12302011
