1 GCA GENERAL PROVISIONS CH. 15 PERMANENT NEGOTIATING COMMISSION FOR THE MICRONESIAN COMPACTS OF FREE ASSOCIATION CHAPTER 15 PERMANENT NEGOTIATING COMMISSION FOR THE MICRONESIAN COMPACTS OF FREE ASSOCIATION NOTE: Former Chapter 15, relative to War Reparations, was repealed byP.L. 24-13:3 (3/21/97). § 1501. § 1502. § 1503. § 1504. Purpose. Commission Created. Duties of Commission. Prohibition Against Hiring. § 1501. Purpose. The Compacts of Free Association between the United States and the various freely associated states has had undeniable fiscal impact upon the people and Island of Guam. The existing compacts were negotiated without input or involvement from the people of Guam. As the current compacts expire, it is vital that the voice of Guam be heard and that representatives from Guam participate in the process, whether invited to or not. § 1502. Commission Created. The Permanent Negotiating Commission for the Micronesian Compacts of Free Association is hereby created. The Commission consists of seven (7) permanent members who shall be I Maga=lahen Guahan, or his designee; the Speaker of I Liheslaturan Guahan, or his designee; the Chairman of the legislative standing committee with oversight over Federal affairs, or his designee; the Chairman of the legislative committee with oversight over Micronesian affairs, or his designee; the Minority Leader of I Liheslaturan Guahan, or his designee; and two (2) persons appointed by I Maga =lahen Guahan. The Commission shall be chaired by a member elected by his or her fellow members. Members shall serve in this capacity without compensation. § 1503. Duties of Commission. The Commission created in this Chapter shall actively involve itself in any discussions or negotiations between the United States and the Freely Associated States relative to the extension, renegotiation, change or termination of the Compacts of Free Association governing such 1 COL120106 1 GCA GENERAL PROVISIONS CH. 15 PERMANENT NEGOTIATING COMMISSION FOR THE MICRONESIAN COMPACTS OF FREE ASSOCIATION relationships between the United States and the Freely Associated States. The purpose of such involvement is to ensure that the requirements or desires of Guam, as expressed through law or resolution, are promulgated and reflected in the products and conduct of said negotiations, discussions or changes in the Compacts. I Maga’lahen Guåhan and any senator who is a member of this Commission may utilize funds from their respective budgets to further the purposes of the Commission. § 1504. Prohibition Against Hiring. The Commission is expressly prohibited from hiring any personnel, inclusive of contractual personnel. The Commission on Self-Determination, or its successor, and the Bureau of Planning, or its successor, shall provide staff support to the Commission as requested. NOTE: Public Law No. 24-330:1 added a Chapter 14 to Title 1, GCA. The Compiler of Laws has recodified Chapter 14 to Chapter 15, since a prior law (P.L. 24-295) already created a Chapter 14 for Title 1, GCA.
