Gasoline or kerosene for private consumption or sale may be kept on the premises or private property only under the conditions prescribed by this Chapter and the Zoning Law, Subdivision Law and the Building Code, all in Title 21 of this Code. The Compiler, in order to update references and to provide clarity, has changed these references to the names of the laws involved and their location in the Guam Code Annotated. § 74102. Same: Containers. Standard metal containers of five (5) gallon capacity or galvanized iron drums, fifty (50) gallon capacity only, are to be used as containers when the quantity kept is fifty (50) gallons or less. When five (5) gallon containers are used the screw cap must always be in place except when drawing liquid. When drums are used the drums must be grounded to wet earth, a water pipe, or some similar substance to prevent explosion by frictional sparks when drawing liquid from container through spigot or faucet. A spigot or faucet shall be used on all drums used in this connection and they shall be tightly affixed and not leak. SOURCE: Added by P.L. 17-78. § 74103. Same: Underground. Storage of quantities exceeding fifty (50) gallons but not more than five hundred (500) gallons must be by underground tank under the following conditions: (a) Outside any commercial, public or private building, the tank must be covered with not less than two (2) feet of earth and equipped with a standard pump, a filling box with a sealed and locked cap to tank filling 1 COL120106 10 GCA HEALTH AND S AFETY CH. 74 COMBUSTIBLES pipe, and a one and one-quarter (13) inch vent pipe from the opposite end of the tank from the filling box. The vent pipe will extend not less than five (5) feet above any adjoining building, and be capped with a tee head and inverted elbows sealed with No. 16 mesh copper screening as a flame arrester. (b) Inside commercial or public buildings, commercial garages, etc., the above specifications will apply with the exception that the tank must be covered with at least one (1) foot of stone concrete, and the filling box and cap to filling pipe must be located at least two (2) feet outside the building.
