JUDICIAL DECISIONS
In order for courts to bind nonresidents by judgments in personam, there must be personal service or waiver of personal service upon such nonresidents; this requirement has not been changed by the enactment of this article. Tapley v. Proctor, 150 Ga. App. 337, 258 S. E.2d 25, 1979 Ga. App. LEXIS 2301 (1979) (see O. C. G. A. Art. 4, Ch. 10, T. 9).
