Act does not apply retroactively. —Uniform Interstate Family Support Act, O. C. G. A. § 19-11-100 et seq., cannot be applied retroactively because of the language in its effective date (O. C. G. A. § 19-11-40.1). Georgia Dep't of Human Resources v. Deason, 238 Ga. App. 853, 520 S. E.2d 712.
