JUDICIAL DECISIONS

Jurisdiction of National Labor Relations Board.

- As an "employer," the ports authority is not subject to the jurisdiction of the National Labor Relations Board. International Longshoremen's Ass'n v. Georgia Ports Auth., 217 Ga. 712, 124 S.E.2d 733, cert. denied, 370 U.S. 922, 82 S. Ct. 1561, 8 L. Ed. 2d 503 (1962).

Agreement with third party fixing terms of employment of port authority personnel.

- Ports authority in the operation of the docks and warehouses at its Savannah terminals is without authority to enter into an agreement with any third party fixing the terms and conditions of the employment of personnel working for the authority. International Longshoremen's Ass'n v. Georgia Ports Auth., 217 Ga. 712, 124 S.E.2d 733, cert. denied, 370 U.S. 922, 82 S. Ct. 1561, 8 L. Ed. 2d 503 (1962).

OPINIONS OF THE ATTORNEY GENERAL

Georgia Ports Authority is an agency of the state, and hence is not an "employer" under the National Labor Relations Act which defines an employer as any person acting as an agent of an employer, directly or indirectly, but shall not include the United States or any wholly owned government corporation, or any federal reserve bank, or any state or political subdivision thereof. 1954-56 Op. Att'y Gen. p. 636.

Zoning ordinances.

- Real property of Georgia Ports Authority is not subject to local zoning ordinances of Glynn County. 1985 Op. Att'y Gen. No. U84-11.

Environmental ordinances.

- Georgia Ports Authority was not bound by a county ordinance mandating certain environmental reporting requirements. 1996 Op. Att'y Gen. No. 96-4.
