403.5369   Applicability.

403.5369  Applicability.--This act does not apply to any application for certification of an electrical power plant or transmission line corridor which has been determined to be complete prior to July 3, 1990. Any applicant whose application has been determined to be complete as of July 3, 1990, may elect to have the provisions of this act apply to that application.
