Town need not collect tax money before installing needed sewer system; under former statute, board of sewer commissioners not contemplated to be separate municipal corporation. 5 CS 256. Water pollution control authorities are quasi-municipal corporations and, as such, have the capacity to be sued. 52 CS 422.
