Section 14-15d. - Electronic issuance of registration or certificate of title.

The Commissioner of Motor Vehicles may require any person, firm or corporation, who in the opinion of the commissioner is qualified and who is engaged in the business of filing applications for the issuance of a certificate of registration or a certificate of title for motor vehicles with the Department of Motor Vehicles, to file such applications electronically if the commissioner determines that such person, firm or corporation files, on average, seven or more such applications each month. A qualified person, firm or corporation shall, not later than ten days after the electronic issuance of such registration, submit to the commissioner an application together with all necessary documents required to register the vehicle with the department. Any such person, firm or corporation that fails or refuses to file such application electronically upon the request of the commissioner shall pay a twenty-five-dollar fee to the commissioner for each application submitted. The commissioner shall adopt regulations in accordance with the provisions of chapter 54 to implement the provisions of this section.

History: P.A. 16-55 effective July 1, 2016; P.A. 18-164 increased period of time to submit registration application to commissioner from 5 days to 10 days, effective July 1, 2018; P.A. 21-106 added provision re $25 fee for failure or refusal to electronically file application and made a technical change, effective July 1, 2021.
