      Sec. 41-53. Issue of nonnegotiable bill not so marked. Any person who, with intent to defraud, issues or aids in issuing a nonnegotiable bill without the word "nonnegotiable" or the words "not negotiable" appearing plainly upon the face thereof shall, for each offense, be fined not more than five thousand dollars or imprisoned not more than five years or both.
