      Sec. 2c-2b. Governmental entities and programs terminated on July 1, 2008; July 1, 2009; July 1, 2010; July 1, 2011; and July 1, 2012. (a) The following governmental entities and programs are terminated, effective July 1, 2008, unless reestablished in accordance with the provisions of section 2c-10:

      (1) Regulation of hearing aid dealers pursuant to chapter 398;
