Sec. 13b-303. (Formerly Sec. 16-130). Fences affected by contract. When by
contract neither the owner of such land nor the railroad company can oblige the other
to erect or maintain the fence, or such owner or his grantor has agreed not to require the
railroad company to erect or maintain such fence, and such fence has been so erected
or maintained by the company by order of the Commissioner of Transportation, such
company may collect from such owner one-half of the cost of erecting and maintaining
such fence, which amount shall be a lien on such land as provided in section 13b-302.
