Sec. 13a-80a. Disposition of interests on, above or below state highway rights-of-way. (a) The Commissioner of Transportation, with the advice and consent of the
Secretary of the Office of Policy and Management, may, in the name of the state, sell,
lease and convey, or otherwise dispose of, or enter into agreements concerning, any
interest the state may have on, above or below any state highway right-of-way. The
Commissioner of Transportation may place such restrictions, conditions and qualifications on the use of any area as he determines to be necessary to provide for the safety
and adequacy of highway facilities, and for the protection of abutting or adjacent land
users. A committee composed of the Commissioner of Transportation, the Secretary of
the Office of Policy and Management and the chief executive officer of the municipality
in which the sale, lease or other disposition of any interest in land on, above or below
any state highway right-of-way is proposed may also place such restrictions, conditions
and qualifications on the use of any area which they determine to be necessary to provide
for the efficient, economical and socially beneficial use of the area.
(c) Revenues from any transaction concerning the sale, lease or use of space or multiple use or joint development of state highway rights-of-way shall be deposited in the Special Transportation Fund.

(c) to require revenues from transactions to be deposited in special transportation fund instead of general fund.
