Sec. 13a-114. Traffic control during department operations. The commissioner or his agent may, while engaged in Department of Transportation operations,
restrict, control and halt traffic. Anyone who disregards or disobeys the person so restricting, controlling or halting traffic shall be fined not more than one hundred dollars.
