Pursuant to article 4 of title 24, C.R.S., the director has the power to promulgate the rules and regulations which are deemed necessary for the implementation of this article.

ANNOTATIONIn light of the rules concerning prison employment promulgated pursuant to this section, prisoners can claim no legitimate expectation of continued employment in their prison work assignments. Rather v. Conte, 849 P.2d 884 (Colo. App. 1992).
