Article 10. Community Living
Section 25.5-10-223. Rights to communications and visits.

(1) Each person receiving services has the right to communicate freely and privately with others of the person's own choosing.

  1. Each person receiving services has the right to receive and send sealed, unopenedcorrespondence. No such person's incoming or outgoing correspondence shall be opened, delayed, held, or censored by any person.

  2. Each person receiving services shall have the right to receive and send packages. Nosuch person's outgoing packages shall be opened, delayed, held, or censored by any person.

  3. Each person receiving services must have reasonable access to telephones, both tomake and to receive calls in privacy, and must be afforded reasonable and frequent opportunities to meet with visitors.

  4. All service agencies shall ensure that persons receiving services have suitable opportunities for interaction with persons of their choice. Nothing in this section will limit the protections provided under article 3.1 of title 26, C.R.S.
