Section 2-2-1305.5. Colorado youth advisory council review committee - created - repeal.

(1) There is created in the legislative branch the Colorado youth advisory council review committee to review the council's work and to recommend legislation regarding issues affecting Colorado youth. The committee is comprised of ten members, as described in subsection (2) of this section.

(2) (a) The review committee includes five voting members, as follows:

  1. The four legislative members of the council, as described in section 2-2-1303 (1)(a);and

  2. One member of the legislative council, created in section 2-3-301, appointed pursuant to subsection (3) of this section.

(b) The review committee includes as nonvoting members five members of the council, appointed pursuant to section 2-2-1304 (6).

(3) (a) Repealed.

(b) On or before April 30, 2021, and on or before April 30 of each year thereafter, the chair of the legislative council shall appoint the member serving pursuant to subsection (2)(a)(II) of this section to serve during the subsequent legislative interim.

  1. The chair of the review committee is the legislative member who is serving as a cochair of the council pursuant to section 2-2-1303 (4). The vice-chair of the review committee is the legislative member who is serving as a vice-chair of the council pursuant to section 2-2-1303 (4).

  2. (a) The review committee may meet up to three times during each interim but may not travel unless authorized by the executive committee of the legislative council. A majority of voting members constitutes a quorum.

(b) (I) Notwithstanding subsection (5)(a) of this section, the review committee shall not meet or travel during the 2020 interim.

(II) This subsection (5)(b) is repealed, effective July 1, 2021.

(6) (a) The review committee may recommend up to a total of three bills during each interim. Legislation recommended by the review committee must be treated as legislation recommended by an interim committee for purposes of applicable deadlines, bill introduction limits, and any other requirements imposed by the joint rules of the general assembly.

(b) (I) Notwithstanding subsection (6)(a) of this section, the review committee may not recommend legislation during the 2020 interim.

(II) This subsection (6)(b) is repealed, effective July 1, 2021.

  1. Voting members of the review committee are entitled to compensation pursuant tosection 2-2-307. Subject to available funds, nonvoting members may receive reimbursement for expenses from the fund created in section 2-2-1306.

  2. The legislative council staff and the staff of the office of legislative legal servicesshall assist the review committee in carrying out its duties pursuant to this section.
