WELFARE AND INSTITUTIONS CODE
SECTION 4074

4074.  To the extent resources are available, the department shall
utilize state and federal laws, research findings, and information
collected for county programs to assess the need for licensing and
ratesetting activities statewide. County competition, including
practices which supplement rates to ensure access, are an indicator
of the need for revised ratesetting activities.
