2009 California Vehicle Code - Section 21000-21001 :: Article 1. Definitions

VEHICLE CODE
SECTION 21000-21001 

21000.  Wherever in this division "department" occurs, it means the
Department of the California Highway Patrol.

21001.  The provisions of this division refer exclusively to the
operation of vehicles upon the highways, unless a different place is
specifically referred to.
