2009 California Health and Safety Code - Section 116500 :: Article 6. Enforcement Responsibility

HEALTH AND SAFETY CODE
SECTION 116500 

116500.  This chapter shall be enforced directly by the department
for all public water systems, including state small water systems, in
any county that does not have a local health officer, or contracts
with the department for environmental health services pursuant to
Section 1157 and elects not to enforce this chapter.
