SECTION 12500-12502



12500.  (a) The purpose of this chapter is to provide payment to
meet the needs of recipients under Chapter 3 (commencing with Section
12000), under emergency or special circumstances in the event that
the federal government makes no provision for that category payment
or in the event that the payment from the federal government program
is lost, stolen, or likely to be delayed beyond four days.
   (b) The payments provided for under this chapter are also
available to the recipients of programs provided for under Article 7
(commencing with Section 12300) of Chapter 3 and Chapter 10.3
(commencing with Section 18937) of Part 6.


12501.  (a) To the extent permitted by federal law, payments made
pursuant to this chapter for special circumstances shall be excluded
in determining the income of an individual for the purposes of the
federal supplemental security income program and the state
supplementary payment program administered by the Commissioner of
Social Security and shall be considered as assistance based on need
and furnished by the state as described in Section 1616(a) of Title
XVI of the Social Security Act.
   (b) Payments made pursuant to this chapter for special
circumstances shall be excluded in determining the income of an
applicant for or recipient of benefits under the program provided for
under Article 7 (commencing with Section 12300) of Chapter 3 and
Chapter 10.3 (commencing with Section 18937) of Part 6.




12502.  There shall not be additional income and resource limits for
the program provided for under this chapter other than those
applicable to the categorical program mentioned in Section 12500 that
provides eligibility for the program provided for in this chapter.
